A bright idea or simple luck it seems as though the external drive cannot be used in an external USB expansion hub.  The hub used in this case does not have its own external power source and simply plugs into the computer's USB slot.  As soon as I plugged the driver directly into the computer's USB port, the problem has completely resolved itself.
