Sorry, but NCDs are some kind of binary storage proprietary to Nero.

I don't Know about LSQs, but LSL & LSTs are done in XML.

I looked at that very early because I was trying to develop Custom Labels.

XML is easy to work with, but it is limited on what can be done with Images.

I used XML Notepad 2007 and Paint.NET to develop my more than 80 Templates.
